History of Tiwafa Business:

Late King Abdul Aziz Ibn Abdul Rahman al-Soud, recognized immediately after entering Makkah in Rabie 1st 1343H that securing the pilgrims routes and extending security in the region warrant new rules and regulations to enable the pilgrims perform their worshipping easily and peacefully.

King Abdul Aziz started to secure all the sea ports located at the Red Sea, after long siege enforced on Jeddah, he captured Rabegh, Yanbu and Qunfuda to use as pilgrims sea ports to access Makkah.

However, having in his mind that securing pilgrims routes required good services, he issued an order to keep the Tiwafa Business restricted to the people of Makkah Al-Mukarrammah, “article 4 of the Royal Decree published at Umm Al-Qura News Paper in its 1st edition dated Jumada 1st 15, 1343H titled as “this is an announcement”. That was a guarantor for the resumption and continuation of the Tiwafa business. Article 4 of the decree stipulates that “all scholars of this place, staff of the Haram or Mutawefeen, will have their every rights and full wages the way they used to have them in the past, if not more, no less, except those reported as unqualified or inefficient to handle their jobs, besides, whoever had a fixed right in the Muslim treasure would have it complete”

The first step to organize the Tiwafa business and identify its duties was taken during the Saudi era when Hajj Administration Order was released on Rabie 2nd 20, 1345H identifying duties of Mutawefeen, Zamazemah, Mukharejeen, Muqawemeen, Mutwifeen agents in Jeddah and Al-Madinah Al-Munawwarrah agents, besides the posts at the Ministry of Public Health and the pilgrims duties.

To improve services offered for pilgrims even better, the Royal Decree No. 54/1/39 dated 23/02/1355H was released, it stipulated that Mutawefeen works to be organized and their duties and responsibilities to be identified.

The Royal Decree No. 14518 dated 21/10/1365H approved the system of Mutawefeen agents and Mashayekh al-Jawa, adding more interest in Tiwafa business during the Saudi era. Tiwafa now enjoyed practical development and good organization of services after the establishment of Directorate General of Hajj in the same year; hence the pilgrim’s services have become more organized and more comprehensive to include receiving of the pilgrims, facilitate their stay and provide them with housing and transportation facilities. Camps were constructed in Al-Madinah Al-Munawwarrah and Jeddah, the budgets allocated for these new developments reached SR. 387570, the pilgrims were surprised as they were not familiar with such developments and services in the past.

The Royal Decree No. 7267 dated 03/11/1367H was released. The decree endorsed the General Mutawefeen System which stipulated “Tiwafa is certain duties carried out by any recognized Mutawif, he. i.e. Mutawif, should act as the guide of his pilgrims in all ceremonies and other hajj-related activities, the mutawif is fully responsible for his pilgrims”

The new system divided Mutawefeen into three categories:

  1. The Mutawefeen Group to include the Mutwifeen of Arab, Persian, Turkish and African pilgrims.
  2. Mutawefeen Group of India and Pakistan pilgrims.
  3. Mashayekh al-Jawa Group

The new system retained the Tiwafa business inherited from fathers to sons. Hence Late King Abdul Aziz, preserved the Tiwafa business among its own people, confirmed its continuity and helped to develop it.

In 1368H, Tiwafa was recognized as a profession in the travel request forms.

In 1371H, a royal decree was released canceling fees collected from pilgrims as Hajj fees; however the Mutawefeen, agents, guides and Zamazemah fees remained un changed.

On Safar 1, 1372H, the Royal Decree No. 150 was released. It stipulated further organizations and developments for the Directorate General of Hajj with all sections affiliating to it such as:

  1. Vehicle Union.
  2. The Mutawefeen Lawsuits Cassation Authority in Makkah Al-Mukarrammah.
  3. Control Authority in Jeddah.
  4. Mutawefeen Heads and their Authorities in Jeddah.
  5. Guides Authority in Al-Madinah Al-Munawwarrah.

Zamazemah Heads:

In 1375H, with the full support of Late King Faisal Ibn Abdul Aziz, during his reign as a Crown Prince, the Directorate General of Hajj received more support and organizing, hence it was developed in to the General Department for Hajj with its headquarter in Jeddah.

The year 1383H witnessed release of the Ministerial Resolution No. 54 dated 27/12/1385H which stipulated to maintain and develop Mutwifeen Authorities and the Pilgrims Services.

In 1385H the Royal Decree No. 12/X dated 09/05/1385H was released. It stipulated cancellation of all the three authorities of the Mutawefeen, the pilgrim was free to hire the Mutawif he liked; likewise, it was up to Mutawif to accept the assignment. That new system was known as the Inquiry System

Later, the Ministerial Resolution No 347 dated 26/06/1385H and the Ministerial Resolution No. 30/U dated 27/10/1385H were released, they both identified areas of activities for the Mutwifeen Groups and Authorities through the establishment of the Supreme Commission for Primary Groups and Authorities for the Mutwifeen, Agents, Zamazemah and Guides.

In 1395H the inquiry system was replaced with the Distribution System in which the Mutwifeen were categorized as follows:

  1. Arab countries Mutwifeen.
  2. Turkey, European and American Muslim Mutwifeen.
  3. India and Pakistan Mutwifeen.
  4. Iran Mutwifeen.
  5. Non-Arabic Africa Mutwifeen.
  6. South-East Asia Mutwifeen.

An average number of Pilgrims was set for each mutawif, 3000 pilgrims as maximum, and 100 pilgrims as minimum.

In 1398 a new integrated system combining Inquiry and Distribution Systems was introduced, the new system enabled the pilgrims to choose the mutawif he liked, the number of pilgrims for the Mutawif was also determined.

In the same year, the Royal Decree 13/X dated 04/03/1398H was released; it stipulated that the Minister of Hajj was entitled to set the bylaws pursuant to which new licenses would be given. The new licenses stipulated that the new Tiwafa establishments should follow the new commercial systems, they should also allow splitting.

In 1399 the Royal Decree No. 4/N/13162 dated 13/06/1399 was released. It endorsed the idea of establishing experimental establishments to improve the Tiwafa business and pilgrim’s services.

Further to the Royal Decree No. 13/X dated 04/03/1398H, the Ministerial Resolution No. 423/T/X dated 03/11/1402H was issued including the organizational bylaw of Tiwafa Partners Splitting System, the partners submitting requests for splitting from other Tiwafa partners should fulfill all requirements as stated in the Ministerial Resolution No 284 dated 27/02/1398H and the Royal Decree 13 dated 04/03/1398H.

The Mistrial Resolution No. 19/T/X dated 13/02/1403H was also released allowing woman to split from other Tiwafa partners after fulfillment of requirements provided that the woman had a son or a husband capable of work and had the needful experience in Hajj and should have an approved power of attorney.

Nevertheless, the Royal Decree No. 13/X dated 04/03/1398H, based on the Ministerial Resolution No. 284 dated 27/02/1398H, called for establishing the Tiwafa establishments, yet the purpose behind the idea of establishing the Tiwafa establishments was to move from the individual work to an organized group work following the scientific methods, it was the very aim that the Ministry of Hajj and Religious Endowments strived to accomplish since the Establishment of the European and American Muslim had appeared in 1399H as the first Tiwafa establishment. The Establishment of the European and American Muslim failed as the number of its Mutwifeen was only five mutawif and its total number of pilgrims was no more than 5000 pilgrims.

To practically enhance and highlight the idea of Tiwafa establishments, the Ministry of Hajj and Religious Endowments included the Mutwifeen of Turkish pilgrim among the Establishment of the European and American Muslim, the Ministerial Resolution No. 444/T/X dated 18/11/1402H was also released stipulating establishment of the National Mutwifeen Establishment for the Turkish, European and American Muslim Pilgrims. Soon after, the Minister of Hajj and Religious Endowments endorsed the inclusion of the continent of Australia in the name of the establishment to become the National Mutwifeen establishment for the Turkish, European, American and Australian Muslims Pilgrims.

The start of the National Mutwifeen establishment for the Turkish, European, American and Australian Muslims Pilgrims was an encouraging step towards the adopting and implementation of the Tiwafa establishments system; in 1403H the National Mutwifeen Establishment for the Pilgrims of Iran and the National Mutwifeen Establishment for the South Asia Pilgrims were established.

In 1404H, the National Mutwifeen Establishment for the African Countries Pilgrims and the National Mutwifeen Establishment for the South East Asia Pilgrims were also established.

Finally, the National Mutwifeen Establishment for the Arab Countries Pilgrims was established in 1405H, hence the pilgrims services entered a new era of the organizational system.
