The roots of providing water for pilgrims "Seqaya" and guiding them while performing Hajj and Umra "Tiwafa" go deep back to the time of Abdul Mutalib Bin Hashim, grandfather of the Prophet Mohammed "may peace and blessing of Allah be upon him", these two jobs were succeeded from one generation to another. Later the Seqaya was handled by Zamazemah while the Tiwafa was handled by the Mutawifeen, the jobs of Seqaya and Tiwafa passed through different times the last being the Saudi reign in which Zamazemah and Mutawifeen used reports i.e. documents issued by the governor of the region stating that certain family of Zamazemah or Mutawifeen was responsible for certain pilgrims of a certain country or a region.

In the reign of late King Faisal Ibn Abdel Aziz in 1384H, many steps were taken to develop and improve the performance of Mutawifeen, accordingly the General Mutawifeen System was released and applied on all Zamazemah and Mutawifeen. The new system allowed competition between different service providers.

The system continued till the Mutawifeen establishments were and Zamazemah Unified Office were establishedin 1403H pursuant to the resolution of the Minister of Hajj and Religious Endowments. That ministerial resolution together with the rules and regulations following it called for restructuring the Zamazemah Unified Office, hence their works have become team work rather than individual, controlled by the financial and administrative bylaws prepared by the Ministry of Hajj which was closely supervising the implementation and application of these bylaws. The staff of Zamazemah Unified Office includes Chairman, Vice Chairman and  board members all selected by the Minister of Hajj.

The board of Zamazemah Unified Office prepares studies and sets plans and programs at the end of every hajj season, it also prepares for the next season by avoiding all negatives of the last season and widening base of positives, it also conducts studies on ways to improve services provided to the Rahman Guests.
